Declaratio Meritum to Professor (Dr.) N.R. Madhava Menon, the distinguished Jurist par excellence, on the conferment of Doctorate Honoris Causa (Honorary Doctorate), on this second day of December 2016.

Jagran Lakecity University, Bhopal, presents this citation having unanimously agreed to confer the Honorary Degree of Doctor in Law.

This award is conferred upon Professor (Dr.) N. R. Madhava Menon for his outstanding contribution in the development of Legal Education, reforms and professional development. He has been the best teacher, innovator, administrator and a role model to many across the world.

Professor (Dr.) N. R. Madhava Menon was born in 1935. He pursued his education (B.Sc. and B.L.) from Kerala University, Aligarh Muslim University (LL.M. and PhD) and Punjab University (M.A.). He started his career as an Advocate at Kerala High Court in 1956. Dr. Menon left his active legal practice and joined the faculty of Aligarh Muslim University in 1960, where he continued his teaching and research till 1965. He joined Delhi University in 1965, and became the Professor and Head of the Campus Law Centre. During this period he served on deputation as Principal of Government Law College, Pondicherry and Secretary of the Bar Council of India Trust.

Pioneering in Legal Education Reforms and Professional Development for better legal services, Dr. Menon set up the National Law School of India University (NLSIU) in 1986 at Bangalore, invited by the Bar Council of India and initiated a new era in Legal Education through ithe Five Year integrated LL.B. programme. He served NLSIU as its founding Vice Chancellor for 12 years. On invitation of West Bengal Government, he established National University of Juridical Sciences (NUJS) at Kolkata and served as its Vice Chancellor from 1998-2003. The Supreme Court of India sought his services to set up the National Judicial Academy (NJA) at Bhopal. Prof. Menon served NJA as its Founder Director till 2006 and took retirement from regular employment.

The government of India appointed him as a member of the Commission on Centre - State Relations (2006-2010). He served as the Chairman of the Indian Statistical Institute, Kolkata and of the Center for Development Studies, Trivandrum. He chaired the government of India committee to draft a National Policy on Criminal Justice and Committee on equal opportunity Commission. He was also a member of the committee on Criminal Justice Reforms and the committee on restructuring of Higher Education in India. He served the Law Commission of India for two times as its member.

Prof. Menon has many Honours and recognitions into his credit. To mention few, Vocational Excellence Award 1992 by Rotary Club of Bangalore, The Plaque of Honour bestowed by Bar Council of India for his unique contribution to the legal profession in 1992, Best Law Teacher Award by the Society of Indian Law Firms 2009, National Education Leadership Award by ET- NOW Group 2013, Lifetime achievement Award by Federation of Indian Chamber of Commerce and Industry 2014. As a circlet to his crown of awards, government of India conferred upon him Padmashree in 2003.

Dr. Menon authored over a dozen of books on legal education, legal profession, judicial training and administration of justice. The book “Turning Point” is dedicated to the illustrious career of his life and contribution to the Legal Field. Presently, Prof. Menon holds the Chair on Continuing Legal Education at NLSIU, Bangalore and Honorary Director of M.K. Nambiar Academy for Continuing Legal Education, Kochi. He is the Chairman of the Menon Institute of Legal Advocacy Training (MILAT), an educational charity based in Trivandrum. He is also the Chancellor of Guru Ghasidas Central University, Chhattisgarh and National University of Educational Planning and Administration, New Delhi.
